EU cuts off human resources funds
European Affairs Minister Leonard Orban announced at a news conference that the European Commission’s (EC) decision to cut off the payments for the Operational Sectoral Programme for Human Resources Development will be issued shortly. He stressed that a suspension of payments would have resulted in at least a six-month cessation, whereas a cut off under the program could be limited to a period of just several weeks.
Orban explained the payments under the Human Resources Development Programme will be cut off because the programme management authority failed to implement several recommendations of the Romanian Auditing Authority relating to the assessment of the projects and controlling the projects at an early phase. The independent assessors must meet clear criteria and project control is supposed to cover the entire country. Until now, project control has been implemented only over a small area of the country. Total funding assigned Romania under this Programme for 2007-2013 stands at €4.25bn.
The European Commission first blocked the payments to regional programs in Romania in 2011 but then widened the measure to all of its program. The process was unblocked in December 2011.
